| "A consortium comprised of many of Maine's animal shelters, humane societies, rescue groups, animal control officers, and animal rights advocates have joined together to draft and submit a bill to the legislature which would provide funding for a low income spay/neuter program in Maine. The consortium, known as Spay Maine, is in the process of drafting a bill and will submit it to the new legislature in December of this year. The bill is expected to go before the legislature's Committee on Agriculture, Conservation and Forestry for a public hearing in early 2003. Spay Maine's preliminary cost is $150,000 per year.
Maine's bill will be fashioned after a similar bill passed in New Hampshire in 1994. As a result of its bill, NH shelters have seen a dramatic decrease in shelter intakes and shelter euthanasia: between 1994 and 2000, NH shelters have experienced a 34% decrease in intake rates and a 75% decrease in euthanasia rates.
